Council: Landlords must provide tenants with fit housing

Landlords must make sure that the houses they are renting to tenants in Rossendale are fit for purpose, the town's local authority has stated.

According to Rossendale Council, it has various powers to intervene on behalf of people renting accommodation if it believes that owners are not providing suitable living conditions, meaning that houses must be warm, sanitary and habitable.

This power was displayed recently when the authority won a case against a landlord in Haslingden after it found that he was not providing warm accommodation for his tenants, which resulted in the offending professional being fined more than £3,600.

Joseph Heyworth failed to make changes to the home that were requested by the Environmental Health department in 2008 and was therefore punished.

Rebecca Lawlor, housing and regeneration manager at the council, noted: "Landlords have a duty to provide adequate heating within rented properties in order to protect their tenants and prevent unhealthily cold conditions which can cause ill health."

This comes after the Building Societies Association stated recently that more people are considering purchasing a house in 2011.
