Parking ticket issued to disabled man rescinded

A parking fine placed on a disabled pensioner's mobility scooter has been rescinded by a local authority.
According to the Daily Mail, a warden issued a ticket worth £70 to Keith Chapman after he left his vehicle up against the outside wall of his pensioner's club in Hertfordshire while there for breakfast.
The 67-year-old explained to the news source he parked his scooter there as there had been no space in the car park next to the establishment and was in "hysterics" when he returned to find a penalty notice for "illegal parking".
Mr Chapman stated he thought his friends were playing a trick when they informed him he had been given a fine.
"First of all I felt disbelief, then anger and then hysterics. Everyone just fell about laughing. It caused a lot of amusement," he told the news source.
An appeal has now resulted in East Hertfordshire District Council revoking the punishment.
Recently, several tickets were rescinded after being given to mourners at a crematorium, the Grimsby Telegraph reported.
